The answer to your question is somewaht relative in the sense that ';lighted'; denotes quantity and in mentioning quantity - it included area.





Jeddah as a city has a much bigger land area compared to Dubai City. Hence, when it comes to number of lights - I would say - yes you are correct in what you have said because Jeddah City is lighting even the most remote corniche down to the Naval Station North of Jeddah.





However, if we are going to consider the luminaires or the lumens/m2 (lux) or simply the amount on illumination per square meter of land inside the city, - then Dubai will simply outpace Jeddah as the light in Dubai is more concentrated per square meter within the city.





Judging from the picture, you can say Tel Aviv is having more light but if you will see on the the right side of the map - the UAE (from Dubai to Abu Dhabi) as a more dense continuous light (look like a strip of luminaires) packed per square meter and not scattered.

Jeddah is on the west coast of the Arabian Peninsula, in Saudi Arabia. Dubai is in the UAE, on the east coast. Seems to me that Dubai/UAE is more lit up than the west coast of Saudi. See source:
