skirts with leggings resemble the shalwar kameez that indo/pak women wear.
and flats are more popular in that part of the world than heels.
As for them inventing it, I dunno, but their traditional attire seems to have influenced these styles, greatly.
im sure some western fashion designer borrowed these concepts, and voila, comfortable, practical western clothing was born :)
